Press Release: Starling Bank Becomes First UK Bank to Train AI Model on Sovereign Cloud | Featured Image by FF News

Starling Bank is developing a Transactional Foundation Model (TFM) to serve as a unified intelligence layer for its financial services. By partnering with NVIDIA and UK cloud provider Civo, the bank is establishing the first banking-specific AI model trained and hosted within a UK sovereign cloud, addressing critical concerns regarding data residency and systemic reliance on global hyperscalers.

What was announced

The initiative centers on the creation of "Starling Intelligence," a single intelligence layer designed to elevate the bank’s existing AI capabilities. This Transactional Foundation Model will be trained on proprietary Starling data comprising over 15 billion anonymised transactions. The goal is to provide the digital bank with deeper insights into customer behaviors and needs, enabling the development of more personalized financial tools and experiences.

The technical framework utilizes NVIDIA’s financial services developer blueprint. This includes the use of NVIDIA CUDA-X libraries for GPU-accelerated data processing and NVIDIA NeMo AutoModel for the training phase. Crucially, the model will be trained and hosted on Civo’s UK-based sovereign cloud infrastructure. This move aligns with the recommendations made in the UK Government’s Financial Services AI Adoption Plan, published in July 2026, which advocates for broadening partnerships to reduce concentration risk among a small number of global AI and cloud providers.

Starling intends to put the TFM into production in early 2027. The initial rollout is slated to improve existing AI services focused on fraud detection. Subsequently, the model will be used to augment the Starling Assistant, which the bank identifies as the UK’s first agentic AI financial assistant. By training the model on its own specific transactional data rather than general datasets, the bank aims to create a more specialized intelligence layer tailored to the specific needs of its customer base.

"AI will only deliver lasting value for the UK economy if it's built on secure, resilient, sovereign infrastructure. Starling is leading the financial sector by training and hosting its Transactional Foundation Model on a homegrown cloud. Pairing NVIDIA compute with Civo's UK sovereign cloud shows that banks don't have to trade performance or innovation for control of their data, or depend on a handful of global providers."

The companies involved

Starling Bank is a prominent UK digital bank that has positioned itself as a technology-led alternative to traditional high-street lenders. Since its inception, the firm has focused on building its own proprietary technology stack to maintain agility in the retail and business banking sectors. Harriet Rees serves as the Group Chief Information Officer at Starling and also holds the role of UK Government AI Champion for Financial Services.

Civo is a UK-based cloud service provider specializing in sovereign cloud solutions. The company provides localized infrastructure that allows UK firms to maintain strict control over data residency, a factor becoming increasingly vital as regulatory scrutiny over AI and data sovereignty intensifies. NVIDIA is a global leader in accelerated computing and AI hardware. While traditionally known for its graphics processing units, the company has become a central pillar of the fintech ecosystem, providing the computational power and software libraries necessary for large-scale model training. Aser Blanco serves as the Global Head of Banking at NVIDIA, overseeing the firm's efforts to integrate GPU-accelerated processing into the core operations of financial institutions worldwide.

What FF News has reported before

FF News has closely tracked the intersection of sovereign cloud infrastructure and financial AI. In October 2026, we reported that Behavox Secures $8M UK Sovereign Cloud Capacity with Civo for AI Compliance, highlighting the growing demand for localized GPU power. NVIDIA’s influence in the UK market was further evidenced when NatWest and NVIDIA Partner to Master UK Accents with AI Speech Recognition to improve customer service. Additionally, the move toward specialized banking models follows the launch of SBS and NVIDIA Launch Sovereign AI Foundation to Revolutionize Core Banking Security. The rise of autonomous tools in this space was also noted when Vaia Launches US Expansion to Deliver Agentic AI for Financial Institutions in September 2026.

What this means

This move signals a shift from generic AI integration to the development of "sovereign" vertical models. By moving away from general-purpose LLMs hosted on US-based hyperscale clouds, Starling is addressing the "concentration risk" that regulators have long warned about. The industry is entering a phase where the competitive advantage lies not just in having AI, but in the proprietary nature of the training data—in this case, 15 billion transactions. This puts pressure on traditional banks that may struggle with legacy data silos. The question for the sector is whether sovereign cloud providers can scale fast enough to meet the compute demands of an entire industry looking to repatriate its data processing.
