UK Chancellor John Healey faces a £25 billion fiscal gap ahead of the October 28 Autumn Budget, prompting PensionBee to warn against using retirement savings to plug Treasury deficits. With significant reforms to inheritance tax, salary sacrifice, and the State Pension Triple Lock scheduled through 2030, the fintech sector is calling for long-term policy stability.

What was announced

Analysis from the Institute for Fiscal Studies (IFS) indicates the Government may require an additional £25 billion annually by 2030-31 to maintain public services, potentially rising to £35 billion when accounting for higher defence spending and departmental costs. Against this backdrop of fiscal pressure, several major pension and tax reforms have been outlined for the coming years. From April 2027, most unused pensions and death benefits will be brought into the Inheritance Tax (IHT) net. Simultaneously, the Cash ISA allowance for individuals under 65 is scheduled to decrease from £20,000 to £12,000, though older savers will retain the full current allowance.

Further changes include a cap on salary sacrifice benefits starting in April 2029, where only the first £2,000 of annual pension contributions will remain exempt from National Insurance. By April 2030, Prime Minister Andy Burnham plans to transition the State Pension Triple Lock to a "Double Lock" system. This new formula will increase the State Pension by the higher of inflation or 2.5%, supplemented by an earnings-linked safeguard to prevent it from falling behind average wages. Additionally, the Lifetime ISA (LISA) is expected to be replaced by a first-time buyer ISA, which would remove the retirement-saving option and pay bonuses only upon property purchase. These shifts occur as the full new State Pension is projected to exceed the frozen Personal Allowance by next April, potentially drawing more retirees into the tax system.

"Former US Defence Secretary Donald Rumsfeld famously spoke of known knowns, known unknowns and unknown unknowns. Every Budget has its share of all three. What we do know is that the Chancellor has considerably less room for manoeuvre, but Britain’s pension savers should not become an easy target for plugging holes in the Treasury’s finances, especially when most people simply aren’t saving enough for retirement."

What this means

The proposed shift from a Triple Lock to a Double Lock, combined with the inclusion of pensions in the Inheritance Tax net, represents a fundamental pivot in UK retirement policy. For the fintech and wealth management sectors, these changes create a period of significant friction. Providers are under pressure to redesign financial planning tools and advice models that have, for a decade, relied on the tax-exempt status of death benefits. The industry now faces a challenge: how to maintain consumer confidence in long-term locking of capital when the fiscal "goalposts" are perceived to be in constant motion. This uncertainty risks driving premature withdrawals, potentially undermining the very long-term solvency these reforms aim to protect.
