British Business Bank Boosts Shawbrook ENABLE Build Facility to £350m for UK Housebuilders

The British Business Bank has expanded its ENABLE Build guarantee facility with Shawbrook by £200 million, bringing the total commitment to £350 million. This move significantly increases the capital available for smaller UK housebuilders, addressing a critical funding gap in the property development sector and facilitating the construction of approximately 1,200 new homes across the country.
What was announced
The British Business Bank, acting on behalf of the Ministry of Housing, Communities and Local Government (MHCLG), has agreed to a £200 million increase to its existing £150 million ENABLE Build guarantee facility with Shawbrook. This expansion brings the total facility size to £350 million. The primary objective is to bolster Shawbrook’s capacity to provide development finance and bridging lending specifically to smaller housebuilders throughout the UK, including Scotland.
Since 2016, Shawbrook has provided over £3 billion in lending to UK property developers. Between December 2024 and June 2026, approximately £240 million of this lending—which supported the creation of around 1,200 homes—was included within the existing ENABLE Build transaction. With the newly increased facility, the total volume of lending expected to be included over the lifetime of the scheme is projected to reach approximately £700 million.
The ENABLE Build programme is a strategic initiative designed to encourage private sector lending to viable smaller housebuilders. By providing a government-backed guarantee, the programme reduces the risk for finance providers, thereby increasing the supply of debt finance. As of March 2026, the wider ENABLE Build programme has supported more than £2 billion of finance to smaller housebuilders, resulting in the delivery of over 10,000 homes nationwide.
