ADGM Introduces Region's First Comprehensive Crypto Mining Guidance Framework
By Lauren Towner · 28 October 2026

The Registration Authority of Abu Dhabi Global Market (ADGM) has issued the region’s first comprehensive guidance for crypto mining activities. By establishing a clear commercial licensing pathway rather than treating mining as a regulated financial service, the move provides legal certainty for operators and positions the international financial centre as a primary hub for digital asset infrastructure.
What was announced
The Guidance on Crypto Mining Activities in and from ADGM, issued under section 23 of the Commercial Licensing Regulations 2025, establishes a formal framework for businesses operating within or from the international financial centre. Crucially, the Registration Authority (RA) has classified crypto mining as a licensable commercial activity rather than a regulated financial service. This distinction separates mining operations from the oversight of the Financial Services Regulatory Authority (FSRA), though businesses must complete a pre-application self-assessment to ensure they do not cross into regulated financial territory.
The framework is technology-neutral, meaning it applies to Proof-of-Work, Proof-of-Stake, and any future consensus mechanisms. Operators will utilize a dedicated commercial licence under business activity code 7230. To maintain transparency, the RA requires disclosure of corporate structures and ultimate beneficial ownership, alongside the confidential disclosure of on-chain reward-flow addresses.
Supervision is designed to be risk-based and calibrated to the scale of the operation. For global firms, the RA will apply a reasonable-oversight approach to ADGM-registered headquarters managing international activities. This publication follows an eight-week public consultation and represents the first phase of the RA’s strategy; a second phase will involve the development of a formal regulatory framework following further market consultation.
"Abu Dhabi’s economy is increasingly shaped by digital infrastructure, and crypto mining sits at the intersection of energy, technology and capital. With this Guidance, ADGM is open to responsible crypto mining. We are giving operators a clear commercial licensing pathway, proportionate supervision calibrated to scale and risk, and certainty on where the regulatory perimeter resides. Businesses that meet high standards of governance, transparency and operational integrity will find in Abu Dhabi a jurisdiction where they can plan, invest and grow with confidence. This Guidance reflects ADGM’s wider approach to innovation, enabling new business models to develop within a trusted and well-governed environment."

The companies involved
Abu Dhabi Global Market (ADGM) is an international financial centre (IFC) located in the capital of the United Arab Emirates. Since its inception, it has positioned itself as a leading jurisdiction for financial services and technology, operating under its own legal and regulatory framework based on English Common Law. ADGM serves as a bridge between the growing economies of the Middle East, Africa, and South Asia and the rest of the world, offering a business-friendly environment that includes an independent court system and a dedicated financial services regulator.
The Registration Authority (RA) of ADGM is the body responsible for the registration, incorporation, and licensing of legal entities within the IFC. It ensures that all businesses operating in the zone comply with ADGM’s commercial regulations and maintains the public register of companies. By taking the lead on crypto mining guidance, the RA is expanding its remit to cover the physical and technological infrastructure that underpins the digital asset economy, ensuring that these operations meet the high standards of governance and transparency expected within the Abu Dhabi jurisdiction.
What FF News has reported before
FF News has closely followed the expansion of ADGM’s ecosystem as it attracts a diverse range of global financial players. Recently, Alpaca Secures In-Principle Approval from ADGM to Expand Brokerage Infrastructure in UAE, highlighting the centre's appeal to fintech infrastructure providers. The jurisdiction has also seen significant interest from traditional investment firms, as seen when Advent International Expands Middle East Footprint with New Abu Dhabi Office in ADGM.
In the digital asset space specifically, 3iQ Secures ADGM In-Principal Approval to Expand Digital Asset Solutions in UAE, demonstrating the growing cluster of crypto-focused firms. Furthermore, the centre's international reach was underscored when DK Bank Becomes First Bhutanese Bank to Secure Regulatory Approval in Abu Dhabi's ADGM, marking a milestone for cross-border banking integration within the IFC.
What this means
This announcement moves the needle by legitimising crypto mining as a standard commercial activity rather than a niche or "grey area" operation. By decoupling mining from financial services regulation, ADGM lowers the barrier to entry for industrial-scale operators while maintaining strict transparency requirements. This puts pressure on other global financial hubs that have yet to provide clear definitions for mining, potentially leading to a migration of hash power toward jurisdictions with high legal certainty. The move raises questions for the wider sector regarding how other regulators will balance energy concerns with the desire to capture the capital and technology associated with the mining industry.
