DK Bank has secured In-Principle Approval from the Financial Services Regulatory Authority of Abu Dhabi Global Market to establish a regulated subsidiary. This landmark move represents the first time a Bhutanese bank has gained regulatory standing in a major international financial centre, creating a critical bridge between Bhutan’s Gelephu Mindfulness City and global capital markets.

The In-Principle Approval (IPA) allows DK Bank to pursue a Financial Services Permission (FSP) to conduct a range of activities within the ADGM jurisdiction. Specifically, the bank intends to offer brokerage, custody, payments, and advisory services through its new Abu Dhabi-based subsidiary. This presence is designed to serve as an international gateway, facilitating investment and trade for Gelephu Mindfulness City (GMC) and the wider Bhutanese economy.

The move follows a period of deepening institutional ties between the two jurisdictions. In April 2025, the Gelephu Financial Services Office (GFSO) and the ADGM FSRA signed a Memorandum of Understanding (MoU). This agreement established a formal framework for regulatory cooperation, information exchange, and engagement, providing the groundwork for DK’s expansion. By establishing a base in Abu Dhabi, DK aims to connect GMC with global investors and financial institutions, leveraging the UAE’s position as a hub between the Middle East, Asia, and other global markets.

The final establishment of the subsidiary remains subject to DK satisfying the specific conditions of the IPA and receiving its final FSP. Once operational, the bank will focus on building institutional-grade infrastructure supported by technology and regulation to streamline banking and investment processes for international partners looking to engage with Bhutan. This development marks a significant step in DK’s international strategy, positioning the bank as a primary link for global capital entering the Bhutanese market.
