Boubyan Bank and Mastercard Partner to Accelerate Kuwait’s Fintech Ecosystem Growth
By Lauren Towner · 28 October 2026

Boubyan Bank and Mastercard have entered a strategic agreement to bolster Kuwait’s fintech ecosystem through a new Banking as a Service (BaaS) framework. By combining Boubyan’s regulatory infrastructure with Mastercard’s global payment network, the partnership provides local startups with the essential tools to scale digital financial services securely and efficiently within the region.
What was announced
The collaboration centers on Boubyan Bank’s Banking as a Service (BaaS) program, designed to help eligible technology companies accelerate product development while maintaining high standards of governance and regulatory compliance. The agreement aims to streamline the path from concept to market for Kuwaiti fintechs, allowing them to leverage existing banking rails rather than building infrastructure from scratch.
Key components of the offering include BIN Sponsorship, which enables fintechs to issue their own branded payment cards and integrate them into digital wallets. Additionally, the "ATM as a Service" feature allows digital wallet users to perform cardless cash withdrawals by connecting directly to Boubyan’s established ATM network. The program also introduces Virtual IBAN capabilities, facilitating direct bank transfers into digital wallets.
The signing ceremony featured Abdullah Al-Tuwaijri, CEO - Consumer, Private, and Digital Banking at Boubyan Bank, and Mark Elliott, Mastercard’s Division President for East Arabia. By utilizing Mastercard’s technological capabilities and Boubyan’s operational expertise, the initiative seeks to enhance the efficiency of digital financial services and improve the security of customer experiences across Kuwait’s growing digital economy.
"This agreement demonstrates the importance of the ongoing collaboration between Boubyan and Mastercard. It reflects our shared vision for the future of financial services and digital payments, and enables both parties to leverage their expertise to drive innovation and contribute to the development of Kuwait’s financial and technology sectors."
Saleh Al Mansour, General Manager - Retail Products & Business Performance at Boubyan Bank.

What this means
This partnership signals a maturing of the Kuwaiti fintech market, moving away from simple payment processing toward a more integrated BaaS model. By lowering the barrier to entry for startups through BIN sponsorship and ATM access, Boubyan and Mastercard are putting pressure on traditional lenders who have been slower to open their infrastructure. The move raises questions about how quickly Kuwait’s regulatory environment can keep pace with this rapid "as-a-service" expansion. For the wider industry, it highlights a shift where the value of a bank is increasingly measured by its ability to act as a platform for third-party innovation rather than just a vault for deposits.
