The UK’s financial crime community will convene on Monday, November 2nd, for Financial Crime 360 (FC360), a major summit addressing the escalating threats of fraud, money laundering, and AI-enabled crime. For fintech professionals, the event provides a critical interface with the regulators and law enforcement agencies currently redefining the UK’s anti-financial crime strategy.

What was announced

Hosted by The Payments Association, FC360 is designed as a collaborative forum for over 1,500 attendees to engage with the policymakers and industry bodies managing the UK’s financial ecosystem. The conference will feature more than 80 expert speakers, including high-level representatives from the Financial Conduct Authority (FCA), the Bank of England, the City of London Police, and Pay.UK.

The programme covers several critical streams, including anti-money laundering (AML) effectiveness, sanctions compliance, and the future of payment security. Specific focus will be placed on emerging criminal threats, such as AI-enabled fraud and the operational resilience of payment systems. Senior decision-makers from global institutions like Visa, Mastercard, Google, and PayPal will join leaders from major UK banks including HSBC, Barclays, and Lloyds Banking Group, alongside digital challengers like Monzo, Revolut, and Starling Bank.

Key speakers confirmed for the event include Matthew Long, Director, Payments & Digital Assets, Financial Conduct Authority; Beth Harris, Head of Department at the FCA; David Crawford, Chief Strategy and Product Officer at Pay.UK; and Bernadette Smith, Chief Customer and Banking Officer at Starling Bank. They will be joined by Rebecca Marriott, Chief Risk Officer at Tide, and Guillemette Loisel, Chief Compliance Officer at Euroclear UK & International. The event aims to provide first-hand insight into regulatory priorities and financial crime intelligence sharing.

"Financial crime is one of the greatest challenges facing businesses, consumers and the wider economy. Bringing together the FCA, Bank of England, City of London Police, Pay.UK and leaders from across financial services creates a unique opportunity for the industry to share knowledge, strengthen partnerships and drive collective action. FC360 exists to support exactly that mission."

The companies involved

The Payments Association, the host of FC360, is a prominent industry body representing the payments sector. It was previously known as the Emerging Payments Association before rebranding in October 2021. The association works alongside the Financial Conduct Authority (FCA), the conduct regulator for nearly 50,000 financial services firms and financial markets in the UK, and the Bank of England, the nation's central bank responsible for monetary and financial stability.

Also central to the event is Pay.UK, the independent, not-for-profit company that operates the UK’s retail payment systems, including Bacs and Faster Payments. Law enforcement representation is led by the City of London Police, which serves as the national lead force for fraud. These organisations form the backbone of the UK’s regulatory and enforcement response to financial crime, coordinating with private sector entities to maintain the integrity of the financial system. The involvement of such a broad spectrum of authorities highlights the multi-agency approach required to tackle modern financial threats.

What FF News has reported before

FF News has closely followed the regulatory activities of the FCA and the Bank of England as they navigate new technologies. Recently, the FCA Outlines Vision for 'Agentic' Finance and Responsible AI Adoption in UK Services, highlighting the same AI-related risks that will be discussed at FC360. The regulator has also remained active in enforcement, as seen when the FCA Forces HTX Crypto Exchange to Halt Unlawful UK Promotions. Meanwhile, the Bank of England Unveils New Regulatory Framework for Tokenised Collateral in Central Clearing, reflecting the evolving nature of asset security. The scale of the challenge is underscored by reports that UK Insurance Fraud Hits £1.34 Billion as Scammers Target Higher Payouts.

What this means

The launch of FC360 signals a shift toward more formalised, cross-sector intelligence sharing in the UK. As criminal tactics move faster than traditional legislative cycles, the pressure is on fintechs and legacy banks to prove their AML and fraud controls are not just compliant, but effective against AI-driven threats. This event puts the FCA and Bank of England in a position where they must provide clear, actionable guidance rather than just high-level policy. For the industry, the open question remains whether this level of collaboration can actually reduce the multi-billion pound fraud figures currently plaguing the UK market.
