The Responsible Fintech Institute (RFI) has expanded its leadership team by appointing four new Executive Fellows and elevating Distinguished Professor Patrick H. M. Loh to Co-Founder. These appointments signal a concerted effort to standardise governance across digital assets, AI, and cross-border payments, providing the regulatory clarity necessary for institutional fintech adoption to scale across Asian markets.

What was announced

The Singapore-based nonprofit has appointed Professor Lawrence Loh, Associate Professor Eugene K.B. Tan, Professor Louis Chen, and Ms Farah Jaafar as Executive Fellows. The RFI Executive Fellowship is a high-level designation reserved for senior leaders with a minimum of 20 years of experience in executive leadership and a demonstrated track record in shaping financial policy or institutional strategy. Fellows are expected to operate with institutional neutrality while contributing to the development of globally aligned financial systems.

Professor Lawrence Loh currently serves as the Director of the Centre for Governance and Sustainability at NUS Business School. Associate Professor Eugene K.B. Tan, an advocate and solicitor of the Supreme Court of Singapore, specialises in constitutional law and the ethics of artificial intelligence at Singapore Management University. Professor Louis Chen brings expertise in digital governance and cross-sector collaboration, having led initiatives at the Digital Governance Association (DGA). Ms Farah Jaafar, the former Chief Executive Officer of Labuan IBFC Inc., currently chairs the Women in Fintech Group of the Asia Fintech Alliance.

In addition to these appointments, Distinguished Professor Patrick H. M. Loh has been named Co-Founder of the Institute. Having originally joined as an Executive Fellow in April 2026, his elevation recognises his contributions to the organisation’s strategic direction. The new fellows are tasked with engaging regulators and standard-setting bodies to contribute to principles-based industry frameworks. Their work focuses on grounding innovation in digital assets, AI, and cross-border payments in sound legal and governance foundations as digital finance moves into the mainstream.

"Lawrence, Eugene, Louis and Farah bring deep experience in law, governance, digital policy and capital market development, the disciplines that responsible digital finance depends on. I also congratulate Patrick on becoming a Co-Founder, recognising his central role in building the Institute."

Chia Hock Lai, Chairman of RFI.

The companies involved

The Responsible Fintech Institute (RFI) is a global nonprofit organisation headquartered in Singapore. It operates as a bridge between the public and private sectors, focusing on the creation of digital utilities that support responsible innovation. The institute’s primary objective is to establish the rules and technological infrastructure required to make the digital asset sector sustainable, inclusive, and interoperable. RFI’s activities are centered on institutional neutrality, aiming to align regional financial systems with global standards.

The organisation is led by Chairman Chia Hock Lai and now Co-Founder Distinguished Professor Patrick H. M. Loh. The institute maintains strong ties with academic and regional industry bodies. For instance, Professor Lawrence Loh leads the Singapore Governance and Transparency Index at NUS Business School, while Ms Farah Jaafar’s role at the Asia Fintech Alliance provides RFI with a direct link to a network representing fintech associations across 15 Asian markets. This positioning allows the institute to influence policy and capital market development across diverse jurisdictions, from Malaysia’s international business and financial centres to the broader ASEAN region.

What FF News has reported before

FF News has previously tracked RFI’s efforts to secure the underlying infrastructure of the digital economy. In August 2026, the institute collaborated with Safeheron to launch a RFI and Safeheron Launch Post-Quantum Cryptography Pilot for Institutional Digital Assets. This initiative was designed to test security measures against future quantum computing threats to institutional assets.

Additionally, RFI has been active in establishing governance standards for decentralised technologies. The organisation was a key participant in the Project Pigeon Consortium Launches APAC Working Group for Permissionless Blockchain Governance. This working group was formed to address the complexities of permissionless blockchain systems, seeking to create a unified approach to governance across the Asia-Pacific region. These prior initiatives demonstrate RFI’s ongoing commitment to building the technical and regulatory foundations for the next generation of financial services.

What this means

This expansion of RFI’s leadership reflects a shift in the fintech sector from "innovation at all costs" to a "governance-first" model. By recruiting heavyweights from law, academia, and regional policy, RFI is positioning itself as a primary architect for digital asset standards in Asia. This puts pressure on traditional trade bodies that may lack the deep technical and legal expertise required to navigate AI ethics and post-quantum security. The move raises a critical question for the industry: can a nonprofit successfully harmonise regulations across 15 disparate Asian markets, or will fragmented local mandates continue to hinder the promise of truly interoperable cross-border digital payments?
