Zumo and Zeyro have launched a compliance package for cryptoasset firms to navigate the UK’s Financial Promotions regime. This partnership provides a technical and regulatory bridge for global exchanges and financial institutions, ensuring they can market to UK consumers without falling foul of the Financial Conduct Authority’s increasingly aggressive enforcement actions against unapproved financial risk.

What was announced

The partnership introduces a compliance stack designed to navigate the Financial Conduct Authority’s (FCA) Financial Promotions regime. Under the Financial Services and Markets Act (FSMA), firms are prohibited from advertising cryptoassets to UK consumers unless they meet rigorous standards. This applies to all firms regardless of their physical location or the technology used. The urgency of the solution is underscored by the FCA’s current High Court action against global exchange HTX for alleged unauthorized marketing, signaling an end to enforcement-free promotion in the territory.

Zeyro acts as the approving entity under Section 21 of FSMA, reviewing marketing submissions typically within 24 hours. Beyond initial sign-off, Zeyro provides ongoing monitoring to ensure promotions remain accurate and maintains a full audit trail of submissions and amendments for regulatory record keeping. Zumo provides the technical delivery layer via an API or embeddable widget. This infrastructure automates the customer-facing requirements of the regime, including personalized risk warnings, self-categorization, appropriateness assessments, and mandatory cooling-off periods. Customer responses are automatically scored against FCA standards.

The timeline for compliance is tightening. While the full regulatory regime for cryptoassets takes effect in October 2027, the FCA’s authorization gateway opens on September 30, 2026. Firms are advised to submit applications by February 2027 to allow the regulator enough time to process requests. Zumo’s data indicates a significant readiness gap: while 70% of firms fear losing UK market access, only 10% currently consider themselves fully prepared for these requirements, with 60% still assessing how to adapt their operating models.

"Compliance with the Financial Promotions regime isn’t optional – and building that compliance infrastructure from scratch is a significant undertaking. It requires significant investment in compliance expertise, legal review, technology, and ongoing maintenance."

What FF News has reported before

FF News has followed Zumo’s role in the evolving regulatory landscape extensively. In Crypto Firms Face UK Market Exit Risk as Regulatory Readiness Lags Behind Ambition, we examined the data showing that a majority of providers are still struggling to adapt their operating models to FCA standards. Zumo’s focus on environmental standards was highlighted in Safello Teams Up With Zumo to Set the Standard for Sustainability in Sweden’s Crypto Sector, as well as in our report on how Less Than a Third of Crypto Companies Fully Understand MiCA Sustainability Reporting Obligations. What this means

The move toward "onshoring" crypto business models marks the definitive end of the sector’s era of regulatory exceptionalism in the UK. By targeting major global players like HTX in the High Court, the FCA has signaled that it will no longer tolerate offshore firms bypassing local consumer protections. This creates a high-stakes environment where technical capability is secondary to regulatory permission. The market is now bifurcating: firms that can afford the institutional-grade infrastructure provided by partnerships like Zumo and Zeyro will survive, while those relying on legacy, unregulated processes face an inevitable exit from one of the world's largest fintech hubs.
