Standard Chartered Hong Kong Becomes First Distributor for HKDAP Regulated Stablecoin
26 August 2026

Standard Chartered Bank (Hong Kong) Limited (SCBHK) has become the first authorised distributor of HKDAP, a regulated Hong Kong Dollar-backed stablecoin. For fintech professionals, this marks a critical shift from experimental blockchain pilots to regulated commercial distribution, enabling institutional clients to access on-chain settlement through a major global banking intermediary.
What was announced
SCBHK is now an authorised distributor for HKDAP (“HKD At Par”), the inaugural regulated Hong Kong Dollar-backed stablecoin issued by Anchorpoint Financial Limited. As the first bank to join the distribution network, SCBHK is targeting eligible institutional clients and partners to integrate the stablecoin into existing business operations. The bank is positioning HKDAP as a tool for real-economy benefits, focusing on the efficiency and cost-effectiveness of 24/7 programmable on-chain settlement.
The rollout will occur in phases, with several commercial applications scheduled for the coming months. Specifically, SCBHK plans to launch tokenised money market fund subscriptions and settlements in collaboration with international and local asset managers in Q4. Additionally, the bank intends to implement intragroup settlement use cases across its own network in the near term to streamline treasury and liquidity management.
Beyond internal operations, the stablecoin is designed to facilitate cross-border payments. By using tokenised money, the bank aims to reduce operational friction and improve capital mobility for multinational corporations. These pilots are intended to serve as a blueprint for institutional clients looking to optimise commercial activities using on-chain instruments, reinforcing Hong Kong’s status as a corporate treasury and digital asset hub.
"Standard Chartered is pleased to be the first bank distributor to provide eligible clients with secure access to the market-first Hong Kong dollar-backed stablecoin. This milestone reflects our commitment to advancing innovation to shape the future of finance and our belief in the transformative potential of tokenised money to support the real-world economy. Since Anchorpoint received its stablecoin issuer licence, we have seen strong interest from clients exploring how HKDAP can support their business needs. We look forward to enabling new opportunities across payments, settlement, treasury management and other commercial applications, helping clients realise greater efficiency and value from tokenised money while contributing to the growth of Hong Kong as a global digital assets hub."

The companies involved
Standard Chartered Bank (Hong Kong) Limited is a major subsidiary of the London-headquartered Standard Chartered PLC. The bank maintains a deep-rooted presence in the region, serving as one of the three note-issuing banks in Hong Kong. It has increasingly focused on the intersection of traditional finance and digital assets, leveraging its international network to bridge emerging technologies with institutional market needs.
Anchorpoint Financial Limited is the issuer of the HKDAP stablecoin and operates as a subsidiary of SCBHK, which is its largest shareholder. The company recently secured its stablecoin issuer licence, allowing it to bring regulated, fiat-backed digital assets to the Hong Kong market. Dominic Maffei serves as the Chief Executive Officer and Co-Founder of Anchorpoint. The relationship between the two entities allows for a closed-loop development environment where the issuer provides the digital infrastructure and the bank provides the distribution channel and regulatory oversight necessary for institutional adoption.
What FF News has reported before
FF News previously covered the initial steps of this stablecoin's journey in the report Anchorpoint Launches Institutional Beta for Regulated HKDAP Stablecoin in Hong Kong. That earlier coverage detailed the commencement of the institutional rollout via beta access, setting the stage for the formal distribution agreement now being executed by Standard Chartered.
What this means
This announcement moves the needle by moving stablecoins out of the "crypto-native" silo and into the core of institutional banking distribution. By acting as a distributor, Standard Chartered is providing a layer of traditional financial trust to a digital asset, which is the primary hurdle for corporate treasurers. The focus on money market funds and intragroup settlement suggests that the industry is moving away from speculative use cases toward high-volume, back-office efficiency. Other regional banks in Hong Kong and Singapore will now be under pressure to provide similar regulated on-ramps or risk losing treasury business to more technologically agile competitors. The success of this rollout will likely determine how quickly other fiat-backed tokens gain regulatory traction globally.
