Press Release: Self and USA₮ Launch First Regulated U.S. Stablecoin Distribution to Verified Humans on Celo | Featured Image by FF News

Self and USA₮ have launched a stablecoin distribution program that exclusively targets verified human users, moving away from the industry standard of anonymous wallet airdrops. For fintech professionals, this represents a significant shift toward regulatory compliance and sybil-resistance, utilizing privacy-preserving identity layers to ensure U.S.-issued digital assets reach eligible individuals rather than automated bots.

What was announced

The new program, built with Google Cloud and running on the Celo blockchain, facilitates the distribution of USA₮, a U.S. dollar stablecoin. This asset is issued by Anchorage Digital Bank, N.A., which holds the distinction of being the first and only federally chartered digital asset bank in the United States. The initiative is designed to align with the GENIUS Act, the federal framework governing U.S. dollar stablecoin issuance.

To participate, users must download the Self app and complete a one-time identity verification using a biometric passport, government-issued national ID, or India’s Aadhaar. Self’s infrastructure then generates a cryptographic confirmation that the user is a unique human over the age of 18 and not located in an OFAC-sanctioned jurisdiction. Crucially, no personal data is transmitted to Google Cloud, USA₮, or other third parties; the system only shares proof of eligibility.

Once verified, users connect a compatible Celo-supported wallet—such as MetaMask, Ledger, Valora, or Rabby—to receive USA₮ directly. The program leverages Celo’s network, which currently supports over 600,000 daily users, to provide global scale for stablecoin payments. The reserves for USA₮ are custodied by Cantor Fitzgerald, ensuring the asset is backed by traditional financial institutional oversight.

"Identity is the missing layer in regulated digital finance. Pairing Self's privacy-preserving verification with Anchorage's regulated issuance gives developers and institutions a foundation that meets compliance requirements without compromising user privacy. This is the kind of infrastructure we believe stablecoins need to operate at scale."

Rich Widmann, Google Cloud’s Global Head of Web3 Strategy.

The companies involved

Self provides the privacy-preserving identity infrastructure necessary for this distribution. The company is led by Co-Founder and CEO Rene Reinsberg, with Marek Olszewski serving as President. The technology is designed to allow users to maintain control over their personal data while providing the "proof of humanity" required by regulated financial entities.

Anchorage Digital Bank, N.A. acts as the issuer of USA₮. As a federally chartered digital asset bank, it occupies a unique position in the American market, bridging the gap between traditional banking charters and the digital asset ecosystem. The stablecoin's reserves are managed by Cantor Fitzgerald, a prominent global financial services firm that has become increasingly active in the digital asset custody space.

Celo is the underlying blockchain for this launch, a network purpose-built for mobile-first stablecoin payments. Google Cloud provides the cloud infrastructure for the program. Google Cloud has been steadily expanding its Web3 strategy, offering tools and hosting services for blockchain developers and institutional players looking to deploy decentralized applications with enterprise-grade reliability.

What FF News has reported before

FF News has closely followed the evolution of the Celo ecosystem and the expansion of regulated stablecoins. We previously covered how Tether’s USA₮ Stablecoin Launches on Celo with Native Gas Support, highlighting the network's utility for digital dollar transactions. The network's role in regional financial transformation was also noted in our report on the Regulated Naira Stablecoin cNGN Launches on Celo to Transform Nigerian Onchain FX. Additionally, we have tracked the integration of stablecoins into traditional payment rails, such as when Western Union Launches Stablecard: A USDPT-Backed Visa Card for Global Stablecoin Spending.

What this means

This move signals the end of the "Wild West" era of anonymous airdrops for regulated issuers. By integrating a "verified-humanity" layer, USA₮ and Self are addressing the primary criticism of crypto distributions: that they are easily gamed by professional "farmers" and botnets. This sets a high bar for compliance that other U.S. issuers will likely be pressured to follow if they wish to remain in the good graces of federal regulators. The involvement of a federally chartered bank and a major custodian like Cantor Fitzgerald suggests that stablecoins are finally moving from speculative assets to legitimate, compliant financial infrastructure. Watch for other stablecoin issuers to adopt similar biometric or ID-linked verification steps to satisfy the looming requirements of the GENIUS Act.
