UK Reclaims Top 10 Spot in Global Financial Inclusion Index as Fintech Leadership Beckons
By Lauren Towner · 4 November 2026
In brief: The UK has climbed to 9th place in the 2026 Global Financial Inclusion Index, earning 'Next Gen Leader' status for its fintech and AI strategy despite a sharp drop in consumer sentiment.
| UK Global Rank | 9th |
|---|---|
| UK Inclusion Score | 64.3 / 100 |
| AI Governance Rank | 1st Globally |
| Consumer Sentiment | 57.7% feel included |

The UK has been identified as a "Next Gen Leader" in digital finance, ranking first globally for AI governance in the 2026 Global Financial Inclusion Index. For fintech professionals, this highlights a significant disconnect between world-class regulatory frameworks and a sharp decline in consumer sentiment, as financial inclusion perceptions fall despite improving infrastructure.
What was announced
The 2026 Global Financial Inclusion Index, produced by Principal Financial Group and the Centre for Economics and Business Research (Cebr), tracks 42 markets to assess the support provided by governments, employers, and financial systems. The UK has been named one of five "Next Gen Leaders" globally, a category it shares with Saudi Arabia, Hong Kong, India, and Colombia. These markets are distinguished by their prioritization of fintech and digital infrastructure within official national strategies and regulatory plans.
The UK leads all 42 tracked markets in government-led AI governance and policy frameworks, reflecting a high institutional capacity to design responsible AI policy while protecting individual rights. Overall, the UK rose one place to rank ninth globally for financial inclusion, with a score of 64.3 out of 100. This improvement was driven by gains in government support, where the UK rose eight places in the awareness and uptake of mandated pensions and four places in the availability of financial education. Within the financial system pillar, the UK rose three places for enabling business confidence and two places for supporting SME growth.
However, the research highlights a growing "sentiment gap." While structural scores improved, the proportion of UK respondents who feel financially included fell from 67.6% in 2025 to 57.7% in 2026. Perceived support from the government fell by 15.7 percentage points, while perceptions of the financial system and employers also saw significant double-digit declines.
"There is a clear relationship between markets with strong digital finance credentials and markets where financial inclusion is accelerating fastest. Our research suggests the markets which pull ahead in fintech leadership will be those that turn broad ambitions into clear, measurable action plans, embedding fintech into national economic strategies while balancing innovation with governance. Strong digital finance ecosystems can make financial products and services more accessible, affordable, and efficient, particularly as AI becomes more deeply embedded in financial services. Done well, this can translate technological innovation into greater financial inclusion, economic resilience and long-term growth."

What this means
The UK’s top ranking in AI governance suggests that while the regulatory "rails" are being laid effectively, the fintech sector faces a growing "last-mile" problem in consumer trust. The widening gap between structural improvements and public anxiety indicates that sophisticated policy and high-tech infrastructure are not currently insulating households from the psychological impact of inflation and job insecurity. For the broader industry, this moves the needle away from pure technical innovation toward a need for more empathetic, value-driven product design. If the UK cannot bridge this sentiment gap, its status as a "Next Gen Leader" may remain a theoretical success rather than a practical economic driver.
Frequently asked questions
Where does the UK rank for financial inclusion in 2026?
The UK ranks 9th globally in the 2026 Global Financial Inclusion Index, rising one place from the previous year. Its overall score of 64.3 out of 100 is significantly higher than the global average of 52, driven by strong financial system support and government-led pension initiatives.
What is a fintech 'Next Gen Leader'?
A 'Next Gen Leader' is a market identified by Principal Financial Group as having a sophisticated national strategy to integrate fintech and AI into economic growth. The UK is one of only five such markets, alongside Saudi Arabia, Hong Kong, India, and Colombia, recognized for its world-leading AI governance.
Why is UK consumer confidence in financial inclusion falling?
Despite better infrastructure, only 57.7% of UK consumers feel financially included, down from 67.6% in 2025. This decline is attributed to persistent cost-of-living pressures, higher borrowing costs, and anxiety over the potential impact of AI on future employment and financial security.
