Moldova’s EVO App Scales Digital Identity with Major Bank Integrations

Moldova has integrated its national digital identity app, EVO, with four major domestic banks, marking a significant step toward a paperless financial ecosystem. For fintech professionals, this move signals the practical application of European Digital Identity Wallet standards in an EU candidate country, streamlining KYC processes and setting a precedent for cross-border interoperability in digital banking.
What was announced
The integration allows clients of Moldindconbank, FinComBank, EuroCreditBank, and Victoriabank to identify themselves using digital credentials stored within the EVO app. This system replaces the traditional requirement for physical identity documents and manual data entry during banking interactions. To verify their identity, users scan a QR code provided by the bank and consent to share specific data points. This verified information is then transferred digitally, eliminating the need for photocopying or physical storage of paper records.
The eGovernance Agency opened the EVO integration platform to both public and private sector organizations on April 1, 2026. Since that launch, the ecosystem has grown to include 30 "relying parties" at various stages of technical connection. Notable participants beyond the banking sector include the National Bank of Moldova and one of the country’s largest telecommunications operators. The agency expects at least 20 organizations to be fully operational within the system by the end of 2026.
Developed to align with the European Digital Identity Wallet framework, EVO is designed for secure, consent-based transactions. Moldova is also a member of the WE BUILD consortium, where it has successfully tested digital IDs in the European PID format and digital driving licenses in the ISO mDL format alongside partners from France, Hungary, Austria, and Belgium. Further interoperability testing within Moldova has involved technical teams from the Netherlands, Croatia, Romania, and Ukraine.
