Egypt’s Financial Regulatory Authority (FRA) has granted fintech licenses to four companies—Ashal, Manzil, Menthum, and Azimut—to conduct non-banking financial activities. This regulatory milestone signals a significant shift toward digital-first microfinance, mortgage, and investment services, providing a structured framework for fintechs to scale within the Egyptian market while ensuring consumer protection and market stability.

What was announced

The Financial Regulatory Authority (FRA), under the leadership of Chair Islam Azzam, has issued formal approvals for four distinct entities to utilize financial technology in the delivery of non-banking financial services. These licenses were granted following a review by the Authority’s Committee for Reviewing Applications to Use Financial Technology, marking a move to digitize the Egyptian financial landscape.

The specific licenses cover a broad spectrum of the non-banking sector. Ashal for Digital Finance has been authorized to conduct microfinance activities through fintech channels. Manzil, which operates in the consumer and mortgage sectors, received final licenses to provide both consumer finance and mortgage finance services using financial technology.

In the investment space, Menthum Holding for Financial Investments was granted permission to manage subscriptions for investment fund units. This includes the authority to execute purchases and redemptions of units in open-ended investment funds for which it is licensed, entirely through digital means. Additionally, the FRA approved the creation of Azimut Investments – Egypt as a dedicated digital platform for private equity and venture capital funds.

These approvals are designed to establish specialized digital channels for financial activities that have traditionally relied on physical infrastructure. By moving private equity, venture capital, and mortgage finance into the digital realm, the FRA aims to expand the beneficiary base and facilitate easier access to investment products. The regulatory scope of the FRA continues to encompass capital markets, futures exchanges, insurance, financial leasing, and factoring, whether these services are delivered through traditional or technological means.

"The FRA reaffirmed its continued drive to expand the use of financial technology across non-banking financial activities, develop the sector’s digital infrastructure and provide more efficient and flexible financial services, in line with rapid technological developments and customers’ needs, while maintaining the regulatory and supervisory requirements necessary to protect their rights and ensure market stability."

The companies involved

The Financial Regulatory Authority (FRA) is the primary statutory body responsible for supervising and regulating non-banking financial markets in Egypt. It oversees a wide array of instruments including securitization, mortgage finance, and insurance. Under the chairmanship of Islam Azzam, the FRA has increasingly focused on the intersection of regulation and digital transformation to modernize the Egyptian economy.

Among the newly licensed firms, Manzil has established itself as a provider of specialized financial services, maintaining a digital presence that caters to consumer and mortgage needs. Azimut Investments – Egypt represents a localized digital push into the private equity and venture capital space, while Ashal for Digital Finance and Menthum Holding for Financial Investments are positioning themselves as digital-native alternatives to traditional microfinance and fund management houses.

The broader ecosystem supporting these developments includes entities like Raya Holding for Financial Investments and SyndiGate Media Inc., which contribute to the regional financial and information infrastructure. The FRA’s role in licensing these companies is part of its constitutional mandate to ensure that even as technology evolves, the markets remain stable and the rights of beneficiaries are protected.

What FF News has reported before

FF News has closely monitored the FRA’s efforts to integrate emerging technologies into the Egyptian regulatory framework. Previously, we reported on how FRA Egypt Approves AI-Driven Insurance Projects for Fintech Sandbox Expansion, which demonstrated the regulator's willingness to test high-tech solutions within a controlled environment before full market rollout.

Furthermore, our coverage of the individual players in this space includes a report on how Manzil Expands U.S. Footprint with Shariah-Compliant Trading Platform and International KYC. This prior reporting highlights Manzil’s existing experience in navigating complex regulatory requirements across different jurisdictions and its focus on specialized financial products, which now extends into the Egyptian mortgage and consumer finance sectors under the new FRA fintech license.

What this means

This announcement marks the end of the "wait-and-see" period for fintech regulation in Egypt. By granting full licenses for microfinance and mortgage services via fintech, the FRA is moving beyond the sandbox phase and into a mature regulatory era. This puts immediate pressure on traditional Egyptian banks and non-banking financial institutions that have been slow to digitize their core offerings. The entry of digital-native platforms for private equity and venture capital is particularly significant, as it democratizes access to high-yield investment vehicles that were previously the preserve of institutional players. The industry must now address whether the existing digital infrastructure can handle the expected surge in micro-transactions without compromising security.
