DCS Card Centre has expanded its digital asset ecosystem with the launch of DeCard Luminaries, a premium Visa credit card designed to bridge stablecoin liquidity with real-world merchant acceptance. By targeting high-net-worth Web3 professionals, the move signals a shift from retail crypto spending toward institutional and executive-level financial integration.

What was announced

DeCard Luminaries is a premium Visa credit card that enables cardholders to utilize stablecoins, specifically USDT and USDC, for real-world transactions at over 150 million Visa-accepting merchant locations globally. This new tier follows the May 2025 introduction of the standard DeCard Visa and is specifically tailored for a high-net-worth audience, including C-suite executives and leaders within the Web3 community.

The card offers a suite of high-end financial and lifestyle features, including up to 10% cashback on spending, which is capped at US$200 per month. Cardholders benefit from competitive foreign exchange rates and high spending limits, alongside 24/7 access to Visa Concierge services. Travel-specific perks include two complimentary airport lounge visits per year and travel accident insurance coverage of up to US$1 million.

While the card is initially being issued in a virtual format, DCS has confirmed that a premium metal physical card will be available in the future. The product carries an annual membership fee of US$388. To support the launch, DCS is hosting an activation at the Token2049 Singapore event on 1-2 October 2025, where early applicants can access welcome packages valued at up to S$1,700. The launch comes as the global stablecoin market reached approximately US$255 billion in June 2025, according to data from the Bank for International Settlements.

"We're pleased to deepen our partnership with DeCard by DCS with the launch of DeCard Luminaries, a stablecoin solution designed specifically for high-net worth individuals and visionary Web3 founders. By collaborating with our partners to introduce more stablecoin products, we are meeting consumer demand and making stablecoins practical for everyday commerce,"

The companies involved

DCS Card Centre, formerly known as Diners Club Singapore, is a licensed financial institution under the DCS Group. The firm has undergone a significant transformation from its roots as a traditional credit card issuer to a fintech-forward organization. By rebranding and launching the DeCard suite, the company has pivoted toward the digital asset space, specifically targeting the intersection of blockchain technology and traditional payment rails.

Visa is a global leader in digital payments, facilitating transactions between consumers, merchants, and financial institutions across more than 200 countries and territories. The company has increasingly positioned itself as a network-of-networks, integrating with fintechs and crypto-native platforms to maintain its dominance in a changing financial landscape. With a merchant network exceeding 150 million locations, Visa provides the essential infrastructure for stablecoin issuers looking to provide real-world utility for digital assets. The partnership with DCS Card Centre reflects Visa's broader strategy of enabling high-net-worth individuals to access their digital wealth through familiar, secure payment channels.

What FF News has reported before

FF News has tracked Visa’s aggressive expansion into specialized payment solutions and digital integration. Recently, the network collaborated with Checkout.com to launch Visa Payment Passkey, aimed at reducing friction in the checkout process. In the SME space, Visa partnered with Vivid to launch a spend management suite designed to eliminate "zombie subscriptions" and SaaS waste. Furthermore, the network has worked with regional banks like SpareBank 1 to enhance digital banking apps through transaction clarity tools, highlighting a consistent focus on improving the user experience across both retail and commercial segments.

What this means

The launch of DeCard Luminaries marks a transition for stablecoins from speculative assets to a functional currency for the executive class. By wrapping stablecoin spending in the trappings of a premium credit card—complete with concierge services and high cashback—DCS is validating digital assets as a legitimate component of a high-net-worth portfolio. This move puts traditional private banks under pressure to offer similar liquidity options or risk losing the "Web3 visionary" demographic to agile fintech competitors. However, the reliance on stablecoins like USDT and USDC in a premium product will likely invite closer scrutiny from regulators regarding the transparency and backing of the underlying assets as they move further into mainstream commerce.
