David Raw has been in UK Finance since May 2023 as the MD for Commercial Finance. Prior to that, he spent 18 months as a policy Director in the FCA on secondment from HM Treasury. He had been in the Treasury since 2005 and had extensive experience as a policy official working in a broad range of areas across tax, counter terrorist financing, central strategy, and financial services. He also spent a spell on loan to the Cabinet Office working in cyber security. Between 2015 and 2021, David Raw was the Head of Banking and Credit policy in the Treasury and responsible for a large team that set policy in retail banking, mortgages, payments, SME lending, mutuals, competition, women in finance, and the Help to Buy ISA. This included being responsible for the design and implementation of 3 key Covid loan schemes (CBILS, CLBILS, and Bounce Back Loans) that have lent money to millions of small businesses.
