Bitso Appoints Luis Urrutia, a Global Reference in AML and Regulation, as General Counsel and Regulatory Affairs EVP
Bitso, Latin America’s leading financial services company powered by crypto, announces the appointment of Luis Urrutia as its new General Counsel and Executive Vice President of Global Regulatory Affairs. This addition to the executive team reaffirms the company’s commitment to regulatory excellence and its mission to democratize access to financial services in the region.
A graduate of the Law program at the Autonomous Technological Institute of Mexico (ITAM) with a Master’s in public policy from the University of Chicago, Urrutia is considered one of the three most renowned lawyers in financial regulation in Mexico and a global authority at the intersection of law, compliance, and financial innovation.
With almost a decade of public service at the Mexican Ministry of Finance and Public Credit (SHCP), Urrutia served as Federal Deputy Attorney General for Financial Affairs and Head of the Financial Intelligence Unit (UIF). During his tenure, he led the design and implementation of the first comprehensive framework against money laundering and terrorist financing (AML/CFT) in Mexico, focused on preventing and combating illicit financial transactions.
He was also appointed Vice President and later President of the Financial Action Task Force (FATF), the international body that sets global standards for the prevention of money laundering and terrorist financing. After this tenure, he served as General Counsel of the Bank of Mexico and, most recently, as Deputy General Counsel of the International Monetary Fund (IMF) —the highest position a Mexican lawyer has held at that institution— where he collaborated in the management of the legal team and followed up on financial integrity matters, including aspects of fintech innovation, as well as governance and anti-corruption.
