PenFed Credit Union Launches Mobile Cash Deposits at 50,000+ Retail Locations via InComm Payments
By Effie Foxtrot · 20 August 2025

PenFed Credit Union has partnered with InComm Payments to launch a mobile cash deposit service across tens of thousands of retail locations. This move bridges the gap between physical currency and digital banking for 2.9 million members, allowing the institution to maintain relevance for cash-reliant consumers without expanding its physical branch footprint.
What was announced
The partnership introduces a "Mobile Cash Deposit" feature within the PenFed Mobile App, specifically designed for checking account members. This service allows users to deposit paper currency into their accounts at tens of thousands of participating retail chains, including major brands such as Dollar General, Walgreens, Kroger, and participating 7-Eleven locations. The service footprint is extensive, covering all 50 U.S. states, Puerto Rico, and the U.S. Virgin Islands.
The technical execution relies on a one-time use barcode generated by the member within the PenFed app. At the point of sale, the member presents this barcode to the cashier, who scans it to initiate the transaction. Once the cash is handed over and the scan is processed, the member receives an instant confirmation of the deposit. This system prioritizes privacy; no account numbers or sensitive financial data are shared with the retail staff or stored on the retailer's systems during the interaction.
By integrating this functionality, PenFed addresses a logistical hurdle for its 2.9 million members who may not have easy access to a physical credit union branch or a deposit-taking ATM. The move transforms everyday retail stops into banking opportunities, leveraging InComm Payments’ existing infrastructure to provide a self-service cash-loading option that mirrors the speed of digital transfers. This solution is positioned as a milestone in the ongoing relationship between the two organizations, aimed at simplifying the "chore" of handling paper currency in a digital-first banking environment.
"PenFed is excited to offer our 2.9 million members the convenience of banking where they shop in tens of thousands of retail locations in all 50 states, Puerto Rico and U.S. Virgin Islands. Fewer stops throughout the day means our members will be able to spend more time doing the things they love."

The companies involved
PenFed Credit Union, legally known as the Pentagon Federal Credit Union, is one of the largest federal credit unions in the United States. With a membership exceeding 2.9 million, the institution has a long history of serving the financial needs of the military, government employees, and their families, though it has significantly broadened its eligibility and reach in recent years. In a market where traditional credit unions often struggle to match the digital agility of neobanks, PenFed has positioned itself as a leader in adopting "leading-edge" products to serve a geographically dispersed member base.
InComm Payments is a global leader in payments technology and prepaid card distribution. The company acts as a bridge between physical retail and the digital economy, providing the underlying rails for cash-to-digital conversions, bill payments, and transit ticketing. InComm’s network is a staple of the American retail landscape, providing the connectivity that allows retailers like 7-Eleven and Walgreens to function as financial service touchpoints. By facilitating secure, barcode-based transactions, InComm enables financial institutions to expand their physical footprint virtually, allowing them to compete with larger commercial banks without the capital expenditure required for new branch construction or ATM maintenance.
What FF News has reported before
FF News has closely followed the expansion of InComm Payments’ ecosystem and PenFed’s digital transformation. In April 2026, we reported on how PenFed Credit Union Partners with InvestiFi to Bring Embedded Investing to Members, highlighting the institution's drive toward integrated financial services. InComm Payments has been equally active in diversifying its utility. We previously covered their work in the flexible payments space when Zip US and InComm Payments Bring Flexible Payments to Gift Cards, Giving Shoppers a New Way to Pay. Additionally, the company’s international and retail reach was evidenced in reports such as the PayPoint Announces Major Love2shop Distribution Partnership with InComm Payments and their expansion into secure SKU-based promotions at Sam’s Club.
What this means
This partnership underscores a critical reality in the modern fintech landscape: cash is not dead, but the traditional branch model for handling it is under immense pressure. For credit unions, the cost of maintaining physical infrastructure to support cash-heavy members is increasingly difficult to justify. By effectively outsourcing the "cash-in" function to retail giants like Walgreens and 7-Eleven, PenFed is turning the retail sector into its front-office network. This moves the needle by proving that "branchless" banking can still accommodate cash-centric lifestyles. It places pressure on smaller regional banks that lack the scale to negotiate similar network access, raising questions about whether retail-based deposits will eventually become the industry standard for all non-commercial cash handling.
