The 17th Middle East Banking Innovation Summit (MEBIS) 2026 in Dubai has highlighted a fundamental shift from basic artificial intelligence adoption to the integration of autonomous agentic systems. For fintech professionals, this signals a transition where AI moves beyond simple chatbots to orchestrating complex banking workflows, demanding new frameworks for governance, cybersecurity, and real-time operational oversight across the GCC.

What was announced

The summit, held on 16-17 September at Jumeirah Emirates Towers, brought together more than 400 banking and technology leaders to address the "new era of intelligence." The proceedings demonstrated that AI is no longer a siloed technology initiative but is now embedded across customer experience, payments, data management, cybersecurity, lending, and core operations. A primary focus of the 2026 edition was the evolution from Generative AI "copilots" to autonomous AI agents capable of executing tasks and supporting complex decision-making without constant human intervention.

Key discussions featured a cross-section of the region’s largest financial institutions, including Abu Dhabi Islamic Bank, Zand, Commercial Bank International, Emirates NBD, First Abu Dhabi Bank, and Mashreq. These sessions explored the foundations required for scaling AI, specifically focusing on trusted data, cloud infrastructure, and workforce readiness. Beyond the conference stage, the MEBIS Innovation Lounge hosted more than 30 technology vendors, providing a hands-on look at solutions for real-time payments, Open Finance, and cloud modernisation.

The event also served as a platform for leadership recognition. Noman Rasheed, Chief Information Officer at Dubai Islamic Bank, and Norman Tambach, Group CFO at Mashreq, were acknowledged for their contributions to the region's banking transformation during a fireside session moderated by Shukri Eid at IBM. Additionally, Jamal Saleh, Director General of the UAE Banks Federation, received special recognition for the federation's longstanding support of the summit and the wider UAE banking community.

"What stood out at MEBIS this year was how quickly the conversation around AI has matured. We are no longer talking about AI as one technology initiative among many. It is beginning to influence almost every part of the bank, from how customers are served to how decisions are made, risks are managed and operations are run. The quality of the discussions at MEBIS 2026 showed that banks across the region are not simply watching this transformation; they are actively preparing for it,"

Shail Bisht, Regional Director, Expotrade Middle East.

The companies involved

The summit was organised by Expotrade Middle East, a regional event specialist that has established MEBIS as a central fixture for the Gulf’s financial services sector. IBM served as the Title Sponsor for the 2026 edition, bringing its global expertise in enterprise AI and cloud transformation to the stage. IBM has a significant presence in the fintech news cycle, with 35 previous reports detailing its involvement in everything from core banking modernisation to advanced AI governance frameworks.

The UAE Banks Federation (UBF) acted as the Official Supporting Partner. As the professional representative body for the UAE’s banking industry, the UBF plays a critical role in aligning the sector's digital transformation with national regulatory standards. Other key participants included Dubai Islamic Bank, the world’s first full-service Islamic bank, and Mashreq, one of the UAE’s best-performing financial institutions. The involvement of PayNways as a Platinum Sponsor further underscored the summit's focus on the intersection of payments technology and intelligent automation.

What FF News has reported before

FF News has closely tracked the lead-up to this summit, previously reporting that IBM Joins MEBIS 2026 as Title Sponsor in Dubai, Advancing AI-powered Banking Innovation. This partnership was a precursor to the 400+ leaders gathering, as noted in our coverage of how the Middle East Banking Innovation Summit 2026 Opens Tomorrow.

The summit’s heavy emphasis on AI governance also mirrors recent industry moves reported by FF News, such as when CUBE and IBM Partner to Automate Global AI Compliance via watsonx.governance. This collaboration highlights the growing market demand for automated compliance tools as banks move toward the autonomous systems discussed in Dubai. Furthermore, the broader trend of embedding intelligence into financial infrastructure was recently highlighted when Rimbal Appointed AI Entrepreneur Simon Black as CCO to scale intelligent infrastructure.

What this means

The shift from AI assistants to AI agents marks a point of no return for Middle Eastern banking. While the region has historically been a fast follower in digital adoption, the focus on "agentic" AI suggests an ambition to lead in autonomous operations. This moves the needle by forcing a total rethink of cybersecurity; when non-human users have privileged access to execute transactions, traditional perimeter security is insufficient. The real pressure now shifts to legacy technology providers, who must ensure their platforms can support the high-velocity data requirements of agentic systems. The industry must now answer who is legally accountable when an autonomous agent makes a flawed credit or investment decision.
