Alibaba Group, the International Olympic Committee, and the Dakar 2026 Organizing Committee are partnering to power the Summer Youth Olympic Games Dakar 2026 with cloud and AI technology. For fintech and infrastructure professionals, this deployment of scalable digital systems—including ticketing and e-visa processing—establishes a permanent national cloud infrastructure for Senegal.

What was announced

The Dakar 2026 Organizing Committee will implement a private cloud based on Alibaba Cloud’s Apsara Stack to serve as the digital backbone for the Games. This platform will host critical services including e-visa processing and a comprehensive ticketing system. The ticketing infrastructure is designed to manage online sales and on-site access control for more than one million tickets across seven different venues and the official Festival Site.

A key component of the agreement is the long-term digital legacy for Senegal. Following the conclusion of the Games, the private cloud infrastructure will be transferred to the Senegalese government to serve as a national cloud platform. This transition is intended to support the country’s digital transformation by allowing local businesses and developers to access Alibaba’s full-stack AI capabilities and Qwen open-weight models.

Additionally, the partnership includes a social development aspect through Alibaba Philanthropy. The Panda Pack Project is expanding to Senegal to provide sports equipment to the Jeunesse en Jeux engagement program. This initiative aims to reach 350,000 children across 850 schools, linking the technological deployment with local community engagement and sports accessibility.

"Sport is now a truly digital experience, and audiences expect more ways to follow and engage with the action. Cloud and AI capabilities are helping the industry respond by making services easier to scale and adapt. As a Worldwide Olympic Partner for nearly a decade, Alibaba has consistently helped drive the Olympic Movement forward-moving from digitalisation to intelligence through technological innovation. For Dakar 2026, we look forward to seeing how these technologies continue to shape the future of the Olympic Movement and beyond."

The companies involved

Alibaba Group is a global technology conglomerate and a Worldwide Olympic TOP Partner. Its subsidiary, Alibaba Cloud, provides the technical foundation for the group's digital ecosystem and external clients, focusing on integrated cloud services and AI solutions. The International Olympic Committee (IOC) is the governing body for the Olympic Movement, while the Dakar 2026 Organizing Committee (YOGOC) is the local body managing the Summer Youth Olympic Games in Senegal. This event is the first Olympic competition to be held on African soil.

The partnership leverages Alibaba's decade-long history with the Olympic Movement to implement secure, scalable infrastructure in a new market. By deploying the Apsara Stack, the companies are establishing a framework for digital operations that extends beyond the duration of the sporting event. This collaboration aims to leave a lasting technological footprint in West Africa, providing the region with the tools necessary for future public services and AI-driven innovation.

What this means

This announcement signals a shift in how major tech providers approach emerging markets. By handing over the Apsara Stack infrastructure to Senegal after the Games, Alibaba is moving from a service-provider model to a nation-building partner. This puts pressure on other hyperscalers to offer more than just subscription-based access, potentially requiring them to provide digital legacy assets to win large-scale government contracts. For the fintech sector, the availability of a national cloud platform and open-weight AI models in Senegal could lower the barrier to entry for local startups. However, it remains to be seen how effectively a private cloud can be integrated into the broader global financial ecosystem.
