Numeral Announces Fully Managed Verification of Payee (VOP) Solution to Ensure Seamless Compliance for Financial Institutions Ahead of the Fast-Approaching October 9, 2025 Deadline

Numeral, a Mambu company, a leading payment technology provider for financial institutions, today announces the launch of its fully managed Verification of Payee (VOP) solution, empowering financial institutions to comply with the European Union’s VOP regulation by the October 9, 2025 deadline. Numeral has also released its “ultimate guide to Verification Of Payee” to help financial institutions navigate VOP regulation.

As part of Europe’s efforts to combat authorized push payment (APP) fraud and strengthen payment security amid the growing adoption of instant payments, Verification of Payee (VOP) mandates that payment service providers (PSPs) provide payers with verification of payee details before initiating credit transfers.

Numeral’s VOP solution offers financial institutions the easiest path to compliance, with a fully managed approach that handles all regulatory and technical requirements for sending and responding to VOP requests—without adding complexity to existing operations. As an EPC-compliant Routing and Verification Mechanism (RVM), Numeral is actively engaged in the EPC’s regular exchanges with RVMs and plans to participate in the scheme’s pilot phases.

“At Numeral, our mission is to provide financial institutions with a future-proof and compliant payments infrastructure, said Édouard Mandon, co-founder and CEO at Numeral. “Given our fully-managed payments hub offering, enabling our customers to comply with VOP aligns perfectly with our commitment to streamline payments infrastructures and operations. Our fully-managed approach ensures they become and remain compliant without having to navigate the complexities of scheme adherence and ongoing operations.”

Numeral’s VOP solution is designed with simplicity in mind, offering a clear and effective way to meet compliance requirements.

“Financial institutions require solutions to meet VOP compliance requirements; our solution delivers exactly that,” said Matthieu Blandineau, Head of Product Marketing at Numeral. Account pre-validation and domestic verification solutions are extremely valuable for their intended use cases, but aren’t required to achieve VOP compliance. The European Payments Council’s VOP scheme ensures interoperability across PSPs and countries by default and our solution helps financial institutions comply with the scheme requirements on time, with minimal resources.”

In addition to enabling PSPs to meet all VOP their compliance requirements, Numeral’s Verification of Payee solution offers:

  • Fully-managed approach – Supporting the entire process from scheme adherence to go-live readiness.
  • Flexible integration options – Enabling account data synchronization via SFTP, API, manual upload, or real-time API connectivity.
  • Configurable matching algorithm – Allowing adjustments to achieve the right balance between risk management and user experience.
