David Rafalovsky is an American entrepreneur, IT executive, professional CTO & CIO with 25 years of experience designing and building world-class technology products and running multibillion- dollar IT organizations world-wide, including Citigroup and Sber.
Previously David Rafalovsky was the CIO/ CTO & Global Head of Operations & Technology of Sber Group, Executive VP at Sber, one of the largest financial institutions in Europe.
David’s responsibilities at Sber were unique and expansive. He lead a team of 50,000+ IT professionals, managed a multibillion USD budget and conducted tech transformation of Sber, which serves 100+ million retail customers. David Rafalovsky was also responsible for the P&L of tech-centric business streams: cloud computing, smart electronics and virtual assistants, self-driving cars, etc.
David Rafalovsky transformed Sber's IT function to a product-oriented engineering organization. He spearheaded the migration of Sber from a bank to a customer-centric tech company pursuing an integrated ecosystem business model. In 2020, under David’s leadership, Sber launched the first in the world multi-persona virtual assistant (VA) named Salute.
In 2020-2022, under David’s leadership, Sber began selling Red Dot award winning devices with built-in VA including SberPortal (a smart display) and SberBox Top (a media center with an AI camera). The VA (20+ million MAU) is simultaneously available in the devices and in the mobile app SberBank Online (70+ million MAU). On top of that, He launched a skill development and monetization platform for external IT developers - SmartMarket. Within 18 months, this developer community grew from 5k to 100k developers.
David Rafalovsky initiated Sber’s migration to a cloud-based architecture, which made Sber a Hyper-scaler with 65k+ servers. He also initiated implementation of the new digital platform, named Platform V (AWS-equivalent PaaS platform). In 2020 and 2021, respectively, He brought to the market two supercomputers Christofari, and a cloud- based platform for Data Scientists (ML Space). Both supercomputers were ranked among the top 10 in Europe.
David Rafalovsky graduated from Tel Aviv University with a degree in Advanced Software Engineering. He started his career in the U.S. at General Instrument, working on telco and cable architectures. He continued his career at Citi in New York City as a Lead Corporate Payments Architect. He worked his way up to the position of Managing Director, CTO of Citi Global Functions – Compliance, AML, Risk & Finance, and HR platforms.
