Wyoming Stable Token Commission Migrates to Chainlink CCIP for Enhanced Security

The Wyoming Stable Token Commission has fully migrated its Frontier Stable Token (FRNT) infrastructure from LayerZero to Chainlink’s Cross-Chain Interoperability Protocol (CCIP). This shift by the first sovereign U.S. stablecoin issuer signals a significant prioritization of institutional-grade security and risk disclosure over initial deployment speed in the public-sector digital asset space.
What was announced
The Wyoming Stable Token Commission announced a multi-year contract establishing Chainlink CCIP as the exclusive cross-chain infrastructure for the Frontier Stable Token (FRNT). This move involves the complete deprecation of the Commission’s previous implementation, which utilized LayerZero’s omnichain fungible token standard. The decision followed a detailed security review by the Commission that identified specific concerns regarding the operational security and disclosure practices of the previous provider.
FRNT is the first fiat-backed, fully reserved stable token issued by a public entity in the United States. It is designed to serve as digital dollar infrastructure for payments and settlements across individuals, businesses, and institutional users. The token is currently available across a broad range of blockchain networks, including Arbitrum, Avalanche, Base, Ethereum, Hedera, Optimism, Polygon, and Solana. By integrating CCIP, the Commission aims to leverage a defense-in-depth security model that includes SOC 2 Type 2 certification and a decentralized architecture where transactions are redundantly validated by at least 16 independent node operators. This upgrade is intended to meet the rigorous governance and operational integrity standards required for sovereign financial infrastructure.

The Wyoming Stable Token Commission is the state-level body responsible for issuing the Frontier Stable Token, positioning Wyoming as a regulatory leader in the U.S. digital asset market. Chainlink is a decentralized computing platform that provides the industry-standard Cross-Chain Interoperability Protocol (CCIP), which is used to securely transfer data and value between different blockchain environments. Chainlink Labs, the development firm behind the protocol, is led by Co-Founder Sergey Nazarov.
The migration affects the token's presence across several major blockchain ecosystems. These include Ethereum, the primary smart contract platform; Solana, known for high-throughput transactions; and Hedera, a decentralized enterprise-grade public ledger. The transition also encompasses prominent Layer 2 scaling solutions such as Arbitrum, Optimism, and Polygon, as well as Base, the incubated network from Coinbase, and Avalanche, a platform for decentralized applications. LayerZero, the outgoing infrastructure provider, specializes in omnichain interoperability protocols but will no longer support the FRNT token following this sovereign-level deprecation.
